It displays in the beyond line style (Dashed 1/8 in my project) because none of it even reaches the Bottom value. Your family is not cut at all, because none of it crosses the Cut plane value. You will note that both familes display as expected. I've placed your generic model next to mine in my project. So I must have something wrong here Chris, I am unable to get my model to cut like yours and obey they View Depth. After that, I recreated something similar to what Chris made. I changed it to Generic Model, reloaded it into the Tower family, then reloaded and overwrote the Tower family in the project, no dice. After looking at the family again, I realized the manway was a nested family, and it was in the Pipe Fitting category. So you can see that the View Depth has no effect on showing the manway. I will attach a picture to clarify my settings: I am also reluctant at this stage to upload the model because it took many manhours to make, but I will upload it soon if necessary. Thanks all! Since I can see the footing/base of your family, I know your Depth value is 0 or negative. your manway, circled in red, will display unless you move the Depth value up above it. It doesn't let us see the first two layers, but it does let us see the top of the #2 model text which is sticking up into it. Even though the model in question pertains more to MEP, more users are in Architecture and the issue is fundamental to the core software. We spend an appreciable amount of time creating masking regions and detail lines to make the model "cut" the way we want it to. Is this a defect in the software? It is a major headache because these towers can span through multiple levels of a project, and should show different connections on sheets with a lower view range than sheets with a higher view range.

In the section you can see some dimensions showing why you shouldn't see them. I have attached a picture of a model which, in plan, shows a manway (circled in red) that should not be seen because the bottom of the view range is at 8', and the extents of the manway do not exceed 6'-6". However, the value for the cut range acts as the bottom of the view range as well because the Bottom and View Depth have no effect on how the Generic Model is displayed. Generic Models are supposed to be cut with the view range, and apparently only works from the cut plane and upwards.
